Rolands Lappuķe was born in 1956 in Paris, studied biology and has a PhD in Neurosciences at the Universite Louis Pasteur in Strasbourg (1982). Did some research work at La Trobe University, Melbourne Australia. Taught biology at the Latvian High School in Munster, Germany. Joined the Latvian diplomacy in 1993 and until 2016 worked in Germany, was Ambassador to Portugal, to France and Permanent representative at the UNESCO, to Spain and Permanent representative at the Council of Europe in Strasbourg. Since July 2019 works for the State President of Latvia as Advisor in Smart technologies.
